Homeland Security Exercise and Evaluation Program (HSEEP) Exercises
HSEEP has been the national standard for all federally-funded exercises since 2004. Our senior consultant has served as the Lead Exercise Designer for approximately 200 HSEEP exercises at all levels of government. He has managed numerous multi-year programs and worked in a variety of jurisdictions across the US. These exercises have ranged in size and scope from small events in rural jurisdictions to statewide exercises that ran for multiple days and involved thousands of participants working simultaneously at more than 100 sites. Whether you need full-service program management or just a little help putting together an exercise, we can provide the oversight, training, planning, support, and execution to ensure that you get the most out of your next exercise.
The HSEEP methodology defines six basic categories of exercise activities, and the differences are often misunderstood. The six categories are Seminars, Workshops, Tabletop Exercises, Drills, Functional Exercises, and Full Scale Exercises. Each is designed to develop, modify, or test plans and procedures at different levels. That's why HSEEP recommends a "building-block" approach to managing exercise programs. Gatlin Consulting, LLC can help you evaluate your current status and determine where you should start in the HSEEP Exercise Cycle.
Ideally, exercise programs are designed to conform to a Training & Exercise Plan, usually based on a three to five-year planning cycle. These plans are developed at a Training & Exercise Planning Workshop, also known as a TEPW. While this is usually the ideal approach, grant guidance often requires certain types of exercises within particular budget cycles. These may or may not coincide with your multi-year Plan. When there are conflicts, we can help you to resolve them.

Our senior consultant is certified as an instructor in many different topics, but more importantly, has been trained in Educational Methodology and Course Development at the National Fire Academy in Emmitsburg, MD. He has thousands of hours' experience in the classroom and in hands-on field training. He has developed and delivered nationally-recognized courses for Federal and State programs, including the US Department of Homeland Security's "Hospital Decontamination" course. Planning
The entire emergency preparedness world revolves around planning. "Planning" can include everything from simple Standard Operating Procedures or Guidelines, to very complex documents with numerous annexes. If you need help with developing or revising your plans, we have expertise in planning for single facilities, such as schools, hospitals, nursing homes, and businesses. We also have staff with experience in developing local and regional emergency response plans, communications plans, and nationwide plans for military installations. (While we can provide assistance with Hazard Mitigation Plans, we do not take the lead on these types of planning efforts. We would suggest that you find a vendor with the proper qualifications and experience before engaging a contractor in Hazard Mitigation Planning.)
